Highway Safety
Inadequate ramp lengths and merge areas, relatively close proximity of Exit 37 to the rest area, inadequate capacity / interchange configuration of Exit 37, and high truck traffic resulting in highway safety implications.

Land Use and Access
Warehouse and distribution facilities have been constructed near Exit 37 over the past several years. Future warehouse and distribution facility construction was not reported but could be expected based on land use trends along I-81.
Highway Infrastructure
The existing rest areas and structures on existing I-81 corridor were constructed in the 1960s and are approaching the end of their serviceable life span. Original ITS devices near mile marker 40 have become antiquated.
